The Extended Mind Think Tank was an interdisciplinary group exploring the extended-mind concept and how to put it into practice, bringing together people from technology, communications science, psychology, and philosophy.
Its roster listed Ramine Darabiha among the technology contributors: "Ramine Darabiha - an internet savant, an entrepreneurship coach at the Aalto University, and the founder and CEO of Mysites.com."
This predates his 2014 TEDxHelsinki talk, "The Internet as an Extended Mind," by three years, evidence that the idea was a sustained intellectual interest rather than a one-off TED framing.
